Done — I compiled jq from the provided tarball and installed it to /home/peter/result, and created the requested symlink.

- Extracted jq-1.8.1 from jq.tar.gz
- Ran ./configure --disable-maintainer-mode --prefix=/home/peter/result
- Built with make -j$(nproc) and ran make install
- Created symlink /home/peter/result/jq -> /home/peter/result/bin/jq
Verification

Files installed under /home/peter/result include bin/jq, lib/, include/, share/doc/jq, etc.
